To whom do I owe responsibility?

As I look to set the 2019 tone and focus for my compliance team, I’ve done some Googling about the responsibilities of a compliance officer. Personally, I’ve always felt that my responsibility is, first and foremost, to the organization. After that, responsibility turns to the board of directors. I have never believed that my responsibility as compliance officer should be focused on any one person or program. I wanted to see if the web reflected those beliefs.
