31 U.S. Code § 1537. Services between the United States Government and the District of Columbia government
(a) To prevent duplication and to promote efficiency and economy, an officer or employee of—
(1)
the United States Government may provide services to the District of Columbia government; and
(2)
the District of Columbia government may provide services to the United States Government.
