So, do hospitals and other first-tier, downstream, or related entities (FDRs) to Medicare Advantage plan sponsors still need to train using the “Medicare Parts C and D General Compliance Training” module?

I recommend all compliance officers read the final rule in the Federal Register, Vol. 83, No. 73, 16618 (April 16, 2018), Medicare Program; Contract Year 2019 Policy and Technical Changes to the Medicare Advantage, Medicare Cost Plan, Medicare Fee-for-Service, the Medicare Prescription Drug Benefit Programs, and the PACE Program, and be aware of the requirements of their Medicare Advantage plan contracts when it comes to the general compliance training requirement. The final rule became effective June 15, 2018, with the applicability date of January 1, 2019.
