18 U.S. Code § 4130. Additional markets

(a)In General.—Except as provided in subsection (b), notwithstanding any other provision of law, Federal Prison Industries may sell products to—
(1)
public entities for use in penal or correctional institutions;
(2)
public entities for use in disaster relief or emergency response;
